On line billing systems are merging with other standards for moving data and securing data transactions. 
Specifications include:

    OFX: (open financial Exchange, is a client/server based specification which enables financial instutions to support
              transactions conducted from Web enabled clients and is likely to become the main standard for handling
              consumer and smaller businesses in their banking, bill presentant and even may stretch to their investments)
    IOTP (internet open trading protocol, is an Internet Engineering Task Force specification,designed for b2b 
              e-commerce cases where the buyer and the seller do not know each other because it makes the payment
              system independent of either of them  and because it specifies the hows and whys of bill paying)
    XML: (Extensible Markup Language)  Early in development but likely to emerge in a strong position
